Owing to the dispute about the construction of a irrigation route across the Itung River at the north of Changchun in Jilin Province by Korean farmers who fleed to there from Korea under the rule of Korea by Japan but were also the "subjects" of Japan, the so-called "Wanpaoshan Incident" happened between the Chinese farmers or authorities and the Korean farmers or the Japanese authorities in Manchuria from June to July, 1931. There was no dead casuality in the incident. But the news that many Koreans there were killed or injured by the Chinese were reported in some Korean newspapers. So enraged Koreans in Korea attacked the Chinese in Korea and destroyed the Chinese shops or houses at many cities, and over a hundred of Chinese were killed or injured and many Chinese who escaped from the Korean attack fleed to China. Accepting the "Wanpaoshan Incident" and the "Korean Incident", the Japanese authorities and the Chinese authorities negotiated many times to solve the problems of indemnity from Japan to China about the loss of Chinese lives and properties, deportation of Koreans in Manchuria from there, naturalization of Koreans there, and the strengthing of the Japanese military forces in Manchuria etc. But the negotiation could not become successful and the "Manchurian Incident" happened at September, 1931 partly because of the "Wanpaoshan Incident". Through the process of the "Wanpaoshan Incident", the "Korean Incident" and the negotiations between Japan and China, many of the Unites States diplomats, missionaries and businessmen in Manchuria and Korea observed or researched the situations to reach the truth and judged that the Japanese authorities did not endeavored to prevent the troubles between Koreans and Chinese in Manchuria and Korea and that they stirred the two "Incidents" in order to strengthen their position in Manchuria and Korea.
