Many strategies for industrial development have been proposed to help developing countries move towards further industrial production. One strategy calls for the higher stages of industrial processing of natural resources currently exported from developing countries in unprocessed or semi-processed form, to be established in those countries. The purpose of this study is to review the economic rationale for such a strategy over the past years, and to analyze policy options open to Governments that adopt it.
