Distance Education in Australia : Past, Present and Future

Compared with most other countries, Distance Education in Australia has a long history, spanning most of this century and is now used at all levels of education from elementary school to postgraduate courses as well as in vocational and in-service training in business and industry. In this paper, which focuses mainly on Distance Education at the post-secondary level, the author first outlines the current pattern of provision in the light of Australia's geography, population distribution and the federal-state division of political power and educational funding. Significant policy initiatives in the history of Distance Education since 1957 are discussed, with particular reference to recent federal government moves to rationalise Distance Education provision by confining it to a small number of institutions. The author argues that while present policies are consistent with the aim of reducing government spending in the higher education sector, they do not reflect trends towards open education and mixed-mode education which are evident both in Australia and internationally. With its system of "integrated" on- and off-campus teaching, Australia was well-placed to capitalize on these opportunities by further integrating traditional and distance education methods. By restricting the number of centres offering distance education programs these opportu-nities are curtailed and the rigid distinction between campus-based and distance education is maintained.
