The paper is to answer to a question posed at the UNHCR Workshop in Bangkok on 14 February 2006 titled: Is there any "Japanese Recipe" for Humanitarian Actions?, and that was discussed as a part of the domestic agenda for humanitarian actions. The workshop organised by the UNHCR Tokyo office sponsored under the Japanese Ministry of Foreign Affairs. My answer responds to the following three objectives of the workshop: (1) introducing Japan's humanitarian actions with UNHCR through various stakeholders, i.e. Japanese NGOs. In the same token, reviewing if the 1951 Refugee Convention has affected Japan's humanitarian diplomacy; (2) exploring if there is a "Japanese recipe" in its humanitarian policy and operations, and in case there is, elaborating what it is and how useful it has been and its future direction; (3) encouraging ASEAN colleagues to pay more attention to refugee/migration issues in the context of the East Asian Community, and in the end, hopefully convincing them to establish a common humanitarian agenda among UNHCR, Japan and ASEAN.
