The purpose of the present paper is to discuss relevant issues related to the maintenance of the In-home Care Support Center (ICSC), which was established by the "Gold Plan" of the Welfare Ministry in 1989 (Now the Ministry of Health, Labor and Welfare), and also to propose its future direction based on the issues raised. ICSC used to be the comprehensive institution for consultation businesses from its foundation to full-functioning stages. It was exclusively engaged in care-management in the community. However, following the enactment of the Nursing Care Insurance Law, ICSC has gradually been diminishing its main roles with a possible closure in the near future. To make the matter worse, the Local Comprehensive Support Center (LCSC) was validated by the Revised Nursing Care Insurance Law in 2005; posting Social Welfare Workers, Public Health Nurses, and Chief Care Support Specialists. This movement was seen as the first step to rearrange the entire welfare support system with ICSC likely to be abolished. Hence it might be concluded that LCSC was exclusively satisfying the consulting support services in a particular local area. Problematic situations, have been arising to the small-sized local governments accompanying the existing number of LCSC and its daily activities: the needy people of the facility would face inconvenience of receiving the least necessary supports and continuing services from the center. Facing the contradictory realities, the author proposes that ICSC substitutes some of LCSC's roles and functions, which in turn improves current the worsening situation toward a favorable state. This direction is, the author believes, an indispensable step to realize a goal in which ICSC will function as a core facility for the continued support services assuming relevant roles of LCSC.
