Does the juvenile delinquency in Okinawa in recent years increase or decrease? An abnormal juvenile delinquency such as parricidal, the fratricides, and the passer-by killing that the motive in which the people are being interested is generated domestically, and the masscommunication is taking this up on a large scale. However, the number of criminal offense juvenile increases though such an abnormal one has not been happened in Okinawa. It is in the increasing tendency since 1997, from 902 to 1882 persons of 2007 years, the crime total number and also compared with the juvenile population every 1000 people, from 4.536 to 10.689. Especially, shoplifting has increased from 35 to 900 persons of 2005 years. The number of guiding of juvenile who wandered at midnight increased at 18602 from 7214 of the 1997 to 2006. It has also become a bad result in the whole country the worst one in guiding the drinking, from 2809 to 4065 persons of 2006 years. The number of heinous criminals by the juvenile has decreased on the other hand. Recently, the one that 100 persons a year were exceeded is only 20 persons or less in about 1972. In the questionnaire survey that the Okinawa Prefecture police consigned in 2005, it is said that there is no big difference of the morality among a general boy and juvenile delinquents. In that sense, it can be said that the possibility that a general boy changes suddenly into the juvenile delinquent. Travis Hershey's social control theory is given as a theory that explains this mechanism. He says that when people lack any among four elements which are attachment, commitment, involvement, belief become a criminal. The family seems a critical factor to the juvenile delinquency because attachment and belief are basically formed at home. There are a lot of criminologist who oppose the opinion that the delinquency originates from family system. Certainly, there is a case where the juvenile delinquent is generated from a wholesome family. However, the causal relation of both seems to be deep. In such a meaning, caring for the juvenile delinquent alone without hold caring for the family is not proper approach and be ineffectual.
