In this article, we have attempted to consider the social and economic political thought of the "Reforme" party, generally regarded as the radicals under the french second republic. We expect that, from this attempt, we could clarify three caracteristics as follows, of this political thought. (1) The core of their social and economic political thought is "emancipation of the people by means of property and education". But their "property" is the individual property, and at the center of their property politics is the supply of credit by the state. Compared with socialist schools who all laid great emphasis on "association", they were much more individualistic. (2) In their "vision of society", there is no wage laborer, but grand property is not denied. It means that the "Reforme" party foresaw the harmonious coexistence of small property and grand property. It seems that, behind this "optimistic" perspective, existed the optimism with which they estimated the productivity of the small producer. (3) On the rural policy, they lacked the interest in "communal right", one of the main claims of the rural people those days. Their rural policy, centering on "credit and professional education", was also individualistic. So it's impossible to affirm, without condition, so-called their rural-orientedness.
