Regional disparities in Japan are widening since the beginning of the 21^<st> century. Although metropolitan areas including Tokyo and major cities are "maintaining their economic prosperity," economy in the regions far from them remains stagnant. Among such regions, Hokkaido, in particular, can be regarded as a typical case of a region suffering from disparities between local and national economy. This paper will examine Iwamizawa City whose regional economy is especially serious in Hokkaido. Until the 1970s, Iwamizawa City flourished as "a Railroad Hub," connecting coal-producing areasies, but a wave of globalism that began in the 1980s turned Iwamizawa's key industries such as coal mining and railway into scraps. Furthermore, stagnation in construction and agriculture and reduction of the shopping mall function since the beginning of the new century are causing the overall balance of the region at a reduced level.
