When firms want to get some technical advices from universities, the liaison office (LO) of the University was available for this purpose and it has been LO's purpose. Only few such activities are leading to collaboration research between industry and academia. It was the overwhelming cases which were mutually got to know via individual activities, such as "introduced firm by friend", "the acquainted firms in academic society", and "alumni of university", and it was only 3 to 10% which resulted in joint research via the LO. Being contrary to the original plan, most LOes are non-functioning and this is very important problem at present. Therefore, injecting precious human resource and fund of university to LOes are needed to correct these problems. We need to change the management style too. In this research, the questionnaire was performed in 2005 about management style to the liaison offices of all the universities in Japan. As a result, the clear and well-defined job description does exist only 46% of LOes. There is no proper staff re-assignment and it is only 28%, and required cost effectiveness 34%, as a result. The members have additional post(s) in the other division with more responsibilities in the same organization or elsewhere. So they has being unable to concentrate on the work as liaison. In spite of many member in each LO, they cannot engaged in collaborative researches. Furthermore, according to the experience in past, staff reassignment is only for short term. Therefore, there is no consistency in decision-making and organizational behavior, so it looks like the random walk.
