• This paper is divided into five main sections. It 1) reviews the first two years of the North East Asian Dialogue (NEAD) Project, 2) explains the nine major activities of the third year of the Project, activities meant to cultivate a new generation of transnational non-state actors, 3) lists presentations, networking, media coverage and other activities associated with the third year of the Project, 4) outlines future activities stemming from the Project and 5) describes the emergence of a cluster of ideas from the Project that perhaps enable us to better grasp the effective functioning of the networks that increasingly provide alternative fora for global governance. This cluster of ideas consists of Boundaries That Connect, Dialogic or Discursive Politics, MUD Communities and the Ethic of Care.
