• This paper tries to catch the outline of the white paper, "Our Health, Our Care, Our Say" which was published in January, 2006, by the Department of Health in England and to understand the position of this white paper in the transition of Labour Government's health reforms. My finding is that the direction of English reform is different from Japanese one. Both governments try to integrate the health and social service system, but Japanese government is going to raise fee of health servises to the same level of the nursing care services, while English government try to reduce the gap between health service and social service by cutting down charge of social service users.
