In Indonesia, industrial estates were developed by foreign investment in 1990's. Host societies in the form of villages welcomed these industrial estates with some kind of expectations, especially employment opportunities. But most of factories prefer migrant laborer from other areas of Indonesia, because competence or educational level of village people are not enough for their needs. In spite of efforts of Japanese companies to make a cooperation with local villages, there are some conflicts about employment. This paper is a result of field work research of three industrial estates which were build and managed in the suburbs of metropolitan Jakarta by Japanese companies, that is, EJIP(Sumitomo), MM2100(Marubeni), KHC(Itochu).
