This article discusses the co-ordination of the railroad and the steam-and-sail boat in Japan. Of utmost importance is the assertion did the railroad freight be based on the cost of service theory. The goods which are naturally suited for transportation by a steam-and-sail boat can be carried by railroad at a lower cost. In competition, therefore, the shipping company have to lower their freight below the railroad carriage. Now there is a cry for government subsidies to the railroad which is "bearing public charge", but thesa me privilege should be granted to the steam-and-sail boat, too. The author concluded; first, the railroad frieght should be strictly based on the cost of service-theory, and second, the old-fashioned administration of the steam-and-sail boat should be improved and the labor conditions of the crew be bettered. Only through the solution of these problems can be expected a proper and healthy competition.
