Economics teaches that resources should only be used in the production of those items for which have profitable production opportunities. Under this criterion, Japan does not need its forest industries as most timber products can be obtained more cheaply from abroad. This paper argues that there is only one feasible future for Japan's forest industry-low capital intensity production of solid wood to supply a niche market at the upper end of the building sector. After arguing the case for this, evidence is presented that shows that no such niche appears to exist at the moment. Most indicators of housing such as the number of Japanese rooms or the proportion of wooden housing, are not related to profitability of the sawmilling sector. If such a market is to be created, marketing efforts to create the required demand are necessary. As Japan has not distinguished itself in the marketing field in the past, the outlook seems bleak for Japanese forestry.
