This paper is aimed to introduce the details of a case study on the local environmental dispute or‘Shiwa Sustainable Development Council’in Korea. The council was established in 2004 in order to settle the environmental conflicts concerning development of Shiwa Lake area. Shiwa Lake once had tragic disaster : the lake was blocked with seawater in 1994. However, the lake failed to maintain the water quality, and was finally connected to seawater again. In addition, Shiwa area has over 7,000 factories and the residents have been in trouble with the environmental pollution.　‘Shiwa Sustainable Development Council’ is composed of citizens, administrators, construction companies, and experts. They introduced many pioneering cases of governance experiment coping with the environmental disputeamong the interest parties. On the otherhand, they will have some problems and／or limitations ; the development plan which was finally accepted was not supported by every interest party. The evaluation was not easy at this moment. It depends on the performance of next step.
