A part of the Constitution of Japan provides the autonomy to local governments.This provision creates a separation of powers between the central and local governments,and allows citizens to participate in politics and administrations at thelocal level. It is thought that the democracy and the quality of life have increaseddue to the reforms in local governments, especially the mergers of municipalities.Similar reforms have carried out in France where the devolution and the local referendumreforms are exercised in accordance with the European principle of subsidiarity.This paper will track the reforms of local referendums in France and analyzethe differences with local reforms in Japan.
