論説(Articles)Pollution levy calls for a levy on the negative externality generating activity equal to its marginal external damage. In Tibet, it is difficult to compare the levy with the marginal social cost because the environmental damage originating from various non-pollutant factors vary significantly as the implementation of the Western China Development Strategy. This study presents an expression of the optimal pollution levy for regulating the negative externality released into Tibet environment of producing a national consumed resource. The result suggests there is still a considerable room for improving the effectiveness of the pollution levy through integrating the non-pollutant indexes into the levy calculation. Policy proposals for the further development of the current levy system are made.
