In this paper,reed bed preservation activities are presented as a case history of the relationship between humans and nature. In the surroundings of Lake Biwa, reeds have had many traditional uses. However, such usage has decreased in recent years, and the areal extent of reed beds has also decreased. To restore the reed beds, in 1992, Shiga Prefecture instituted environmental preservation plan citizen participation. As a result, the number of local residents who volunteer to participate in reed cutting and harvesting has increased recently. In this paper, emphasis is placed on the fact that this sort of activity was neither traditionally cultivation of reed beds in an agricultural sense, nor a matter of leaving the reed beds in their natural state. Reed bed preservation activities must be considered in the context of this traditional culture of semi-domestication. It becomes clear that the traditional practice of semi-domestication will play a key role in any analysis of modern preservation activities.
