Wood pellet markets are growing rapidly in Europe, pushed by escalating fossil fuel prices and government policies, resulting in expansion of pellet production for export in countries such as Canada and Russia. International pellet trade is also substantially increasing, and the different national pellet markets are becoming more and more integrated. In Japan more than 20 small pellet plants were built in 1982-84, but many of them were unable to survive against the sharp drop of oil price thereafter. The new development started in 2004. There is, however, a multitude of various barriers hampering the expansion of wood pellet market. The purpose of this paper is to overview the background of the recent rapid development in European pellet market and to identify the issues to address our barriers.
