This paper describes the development of a steam injection, variable heat-power ratio gas turbine combustion technology for cogeneration systems. The technology utilizes the dual steam injection by taking the best advantage of the lean premixed combustion to allow variable heat to power ratio to meet demand. Atmospheric combustion tests have demonstrated superior performance of the combustor. The target performance of NO_x level and combustion efficiency have been achieved over the range of engine output between 75 and 140 percent as compared with that of the conventional base lean premixed combustor between 75 and 100 percent.
