Tohoku Electric Power Co., Inc. planned to use 1,450℃ class gas turbines in Higashi-Niigata Thermal Power Station, Unit. No.4. This would be Japan's first commercial combined cycle power plant in this class and was brought about by the "Development of an Advanced Gas Turbine" project jointly with Japanese gas turbine manufacturers. The project was based on Higashi-Niigata Thermal Power Station No.3, which at the time was Japan's first large capacity combined cycle plant. Since it was the first 1,450℃ class gas turbine in Japan, load tests was performed at the manufacturer's factory. Output, efficiency and combustion characteristics, etc. were satisfactorily confirmed. Construction started on Higashi-Niigata Unit No.4 in April 1996, equipment installation started in October 1997 and test operation and equipment adjustment started in October 1998. In February 1999, the first train of Unit No.4 reached its rated output of 805MW. After the completion of plant tests and adjustments, the first train of Unit No.4 passed the official inspection, and started the commercial operation on July 8^<th>. 1999.
