UNESCO has published many significant reports on the evolution of education. These reports have influenced educational ideas and policies throughout the world. Especially, "The World of Education Today and Tomorrow," published by UNESCO in 1972, has influenced educational systems and policies in Japan. These influences can be seen in the report issued by the Japanese Central Education Council in 1971, specifically the idea of life-long education, and the policies that have been adopted by the Japanese government. In this process, the Report published by UNESCO in 1998, "Learning: The Treasure Within" is very important for education in this century. This report was considered by the International Commission on Education for the Twenty-first Century of UNESCO. In this report, we can see the idea that life-long learning is the key concept for solving the tasks of the world in the 21st century. A society in which people can learn any subject, any way, anywhere, anytime,-that is a life-long learning society-, is a goal and aim that will be enable the citizens of the world to live a fuller life. From this report, we can find the definition of life-long learning, various tasks confronting the world in the 21st century, subjects that people can benefit from learning, and so on. Of course, we can also dlscover the significant matters about life-long learning. In this paper, first of all, I clarify the definition of "learning throughout life," that is, "life-long learning." Secondly, I adress the task of building up a life-long learning society in this century. Thirdly, I introduce and investigate the four principles that the report proposes and describes as the foundations of education. Lastly, I propose a theory for devising a curriculum that will motivate students to become supporters of life-long learning.
