In 1997, Hong Kong was returned from The United Kingdom to The Republic of China. After That, Hong Kong had adapted the social system called as "One Country, Two Systems". The Hong Kong Social Welfare Policies have not been introduce sufficiently to Japan after or before the restoration. The objective of this sturdy is to clarify the Hong Kong social welfare policies for the elderlies. The comparative study between Hong Kong and Japan contribute to the development of Japanese social Policies. In conclusion, The Hong Kong Social welfare's policies has not been well developed in lquality and quantity since the 1990s. The Hong Kong will face the so-called "the aged society". Therefore the Hong Kong will have to develop the policies for the elderlies.
