In Japan, the group homes are developed in a short period of time, lacking precise guidelines in the Building Standards Act. The correspondence between local authority and building contractors varies depending on the geographical region or the building plan. An example of inherent problems are 1) in Nagasaki prefecture, seven seniors died of fire in the local group home, 2) in Ishikawa prefecture, a resident was abused by the group home staff. These cases clearly show problems both with hardware and software measures. Thus, I have based my research on creating an emergency assistant system using network cameras as a method of both emergency assistance and security measures at group homes.
