In the present study, we conducted an investigation concerning the subject of a Center for Independent Living (CIL) dispatching in terms of a "self-recommendation assistant" chosen by the disabled person who is dispatched to care for the disabled client, within a system that provides "supportive costs". In consequence, several problems regarding the dispatch of a "self-recommendation assistant" were found as follows; (1) troubles between user and assistant, (2) transparency of services, (3) ability of the disabled to build interpersonal relationships, (4) labor management of the assistants, (5) inconsistency between independence of connected persons and executive responsibility as a place of business. An important factor for independent living of the severely physically disabled is control over their own lives, including care. While reconstructing the mechanism in which the self-determination and self-management regarding care services are attained, the production of an organization which supports it is required.
