COLREGS has been amended every twelve years after the World War II. COLREGS 1972 is also under consideration for its amendment at IMCO. The motive of amending COLREGS 1972 is based on the many kinds of suggestions submitted by the contracting countries at its establishment, some of which were adopted as the rules of COLREGS 1972. The controversial points of COLREGS 1972 involve the amendments, the uniform application (interpretation) and the said suggestions. Most items taken into the amendments and the uniform interpretation are closely connected to the suggestions discussed at the conferences on Revision of COLREGS 1960. The contents of the draft amendments are mostly concerned to the lights and shapes in Part C of COLREGS 1972. The draft uniform interpretation includes vessels constrained by their drafts, relation between rules 9, 10 and rules in Section II and so on. The main point at issue in vessels constrained by their drafts is the matter concerning the misuse of signals which originates from the ambiguity of the definition of the said vessels. Reference to the relation between rules 9 and 15 is also the controversial point, in which rule 15, general rule takes precedence over rule 9, special rule. These matters concerning the maritime traffic should be explicitly understandable for mariners. Therefore the author intends to comment on the amendment, uniform interpretations and etc..
