In 1938 the Hanshin region was visited by a most disastrous flood. This is history analysis based on a description of the Motoyama-mura Flood Disaster Record. The purpose of this study is to examine what kind of action people of Motoyama-mura took in an interval before this disaster recovery. The plan of the paper is as follows: Section II gives an outline of the disaster in Motoyama-mura. Section III describes how villagers tackled many problems in face of crisis. The village offices headquarters performed the decision-making about correspondence to the disaster. Member of the village council of the district which there was little of the damage joined a member of the original village offices headquarters on the next day of the disaster. The head of community played a key role and performed the correspondence to the disaster in their district. Most of evacuees sheltered in the general house which avoided the damage. Section IV discusses the relation between volunteer labor and villagers. The situation of the damage was reported by a newspaper, and a large number of volunteer labor visited Motoyama-mura. The village offices headquarters adjusted a work area of volunteer labor so that profit of country was not lost. The village offered the lodgings and a meal to the volunteer labor who participated from a distant place. Women of a village performed the care of a volunteer labor. Section V is the conclusion.
