This paper seeks to examine functions of transitional administrations established by the United Nations (UN), namely UNTAC (Cambodia), UNMIK (Kosovo), and UNTAET (East Timor). The first section identifies legal foundation of transitional administrations and argues that consent of parties as well as Security Council (SC) resolutions is acquired for effectively administer territories. The former procedure is required for having cooperation among parties concerned for control territories whereas the latter is addressed to member states of the UN to be abided by the decision of the SC. The second section focuses on developments of functions of transitional administrations and the process of transfer of mandates to local institutions with particular emphasis on legislative processes such as election, establishing a national assembly and drafting a constitution. The third section discusses issues centering on accountability of transitional administrations. These cases identify developments of functions of transitional administrations from supervising an election in Cambodia to exercising legislative, executive and judicial powers in Kosovo and East Timor. This study also reflects the functional developments of a transitional administration as a governing body, not only in terms of its structure and function but also as a process of establishing an autonomous government system on the ground. This also reflects internationally emerging norms such as rule of law, democracy and human rights and their implementation within a territory concerned.
