This paper starts from a consideration of the growing demand for English language proficiency around the world, the impact such demands place on public education, and attempts that are being made in different contexts to respond to such needs. Common to most contexts for the teaching of English is the recognition that goals are seldom achieved and this has prompted a variety of different responses around the world, ranging from lowering the starting age for English instruction, to teaching some school subjects through English, to the Council of Europe's Common European Framework for Languages. At the same time the acknowledgement of the status of English as an international language has prompted a rethink of both the goals and methods of English language instruction. Native-speaker norms of usage are not necessarily considered targets for learning in many contexts, and English as the world's lingua franca has implications both for native and non-native English users.
