• This paper aims to report the present condition of Japanese Language Education for foreign undergraduate students in the Faculty of Policy Studies and graduate students in the Graduate School at the University of Shimane, and investigate related problems. In the Faculty of Policy Studies, we have two programs for foreign undergraduate students. One of them is the Preparatory Japanese Language Program for new foreign students. The other is the Supplementary Japanese Language Classes for freshmen and sophomores. These programs intend to allow students to get Japanese abilities for studying in the Faculty of Policy Studies. In the Graduate School, we also have another Japanese language program. This program intends for students to acquire reading ability with Japanese materials and writing ability for research theses. Through this investigation, we found the following problems: 1) The Preparatory Japanese Language Program for new foreign undergraduate students and the Supplementary Japanese Language Classes for freshmen and sophomores are not regular lessons but supplementary ones, for which students cannot receive credits. 2) The University of Shimane has no full-time teacher for Japanese Education. 3) Not all teachers of the University of Shimane are interested in Japanese Education for foreign students. 4) At the Graduate School, foreign students have very large differences in Japanese ability level, but the program does not take this into consideration. 5) Cooperation between the Japanese Education Program in the Faculty of Policy Studies and the Graduate School Program is insufficient. Although there are some problems, the Japanese Education Program for foreign undergraduate students in the Faculty of Policy Studies is conducted effectively. However, the Japanese Education Program in the Graduate School has difficult problems caused by differences in Japanese ability among foreign graduate students. For solutions to these problems, it is necessary to research Japanese Education at the University more.
