Motivated and capable small and medium enterprises (SMEs) play a leading role in Japanese manufacturing and their revitalization is essential to strengthening international competitiveness. Especially small enterprises not only serve as the driving force behind the development of the Japanese economy, but also a particular important role at the level of regional economies trough their region based activities, which make use of regional resources and technologies and regional employment opportunities. The purpose of this paper is to explain the problems concerning skill succession between old skilled SMEs workers and young unskilled ones. In recent years, the problems of skill succession are closely related to "Problem in 2007" which caused by mass retirements. According to some recent investigations, most of SMEs, especially small enterprises, think the skill succession is important but they have no time and money to promote own development human resource. In recognition of this, we will take a brief look at how SMEs policy and NPO in the field of promoting technology and skill is going on these days.
