The Treaty of Friendship between Russia and Mongolia was signed between the Government of Soviet-Russia and Mongolian People's Government (MPG) on 5 November 1921. It reflected the relation between Soviet-Russia and MPG. It has the significance for the study of Mongolian modern history. Previous research has shown that its significance is a mutual recognition of governments, an establishment of friendship, a consolidation of the independent Mongolia, an expansion of Soviet-Russian influences to Mongolia and so on. Previous research discussed only the purpose and significance of this treaty from the important political and diplomatic problems between Soviet-Russia and MPG. The purpose of this paper is to analyze this treaty by the negotiation to conclude it and to consider its significance on Mongolian modern history. MPG, organized on July 1921, intended to establish a new regime by regulating independent administration. But former treaties (Russo-Mongolian Agreement, Kyahta Tripartite Treaty and so on) included articles disadvantageous against Mongolia and they influenced to activities of MPG in Mongolia. Therefore it is necessary for MPG to revise them by diplomatic negotiations with Soviet-Russia. The draft of the treaty which MPG prepared included many articles regarding the abrogation of former treaties and the execution of new provisions. MPG showed Soviet-Russia its requests concerned with problems essential for MPG (the unity of all Mongolian nations, the establishment of the independent Mongolian state and so on), the abrogation of former treaties and the execution of new provisions by the draft. At negotiations to execute a new treaty, requests of MPG which did not conflict with Soviet-Russian interests were assented. But complicated diplomatic problems (Tannu-Uriankhai problem, Russo-Mongolian borderline problem) were not stipulated and MPG compromised with Soviet-Russia regarding problems which interests of MPG conflicted with Soviet-Russian interests. MPG negotiated with Soviet-Russia, considering the Republic of China according to their interests. On the other hand, Soviet-Russia intended not to touch on complicated diplomatic problems and to guarantee Russian minimum interests in Mongolia at negotiations executing a new treaty. They also negotiated considering the Republic of China. For MPG this negotiation was a revision of the former treaties to establish new independent regime. Soviet-Russia stipulated its interests again at the negotiation.
