The amount of waste plastics reaches about 10 million tons per year currently, and 40% or more of these waste plastics are being placed in landfills or simply incinerated without any effective use. The low bulk density is demanding of the huge final disposal dump because it is often deposited in the shape of containers or in a foam or porous state, and in case of incineration, chlorine contained in the waste plastics generate poisonous substances such as dioxins. The fluctuation in quality and content of harmful chlorine is a limitation for the recycling of waste plastics, although plastic has a high calorific value similar to that of fossil fuels. The pressurized two-stage gasification process (EUP, an abbreviation of the "Ebara Ube Process") introduced below is a chemical recycling technology which can use waste plastics in place of other materials such as fossil fuels, and this technology is one of the recycling technologies, such as the oil making process, blast furnace reduction process, and coke oven reduction process, that are recognized by the Containers and Packaging Recycling Law.
