Two of the biggest controversies during the Allied Occupation of Japan in the field of education reform were what to do about normal schools and how to improve teacher education. The two problems proved particularly difficult to solve because of serious difference of opinions over the quality of prewar normal schools and the value of professional education and general education within the Education Division and the Japan Education Committee and the Japan Education Reform Committee. The reform of the normal schools and teacher education was much less than what these three groups wanted because of this division and the excessive speed and lack of funding for both transformed normal schools and teacher education.
