The purpose of this research is to consider the concept of a "community" in educational formation and socialization of children in Japanese communities. Researches of the educational formation in Japan have been conducted particularly in the Society of Educational Sociology. However, the researchers have not examined a concept of Japanese community in detail. I think that a discussion of the concept is necessary to develop a theoretical framework of the educational formation of children in communities. The concept of community and neighborhood in Japan are different from those in western countries, for example, Japanese societies have traditional urban ward associations called "chounaikai", but western countries don't have these organizations. There are similar sysytems in Indonesia and the Philippines. In Indonesia, there are "rukun waraga" and "rukun tetangga", and in the Philippines, there are "barangay". In this research, I inquired the concept of "community" in Japan, and based on the findings, I indicated the following points for a theoretical development of a framework of the educational formation in communities. Firstly, the educational formation should be analyzed based on real situations in each community. Secondly, cross cultural approach is necessary for development of the theory of the educational formation.
