In the 1960 Regulations, Rule 27 was given in the last sentence of Part D "Steering and Sailing Rules", and Rule 29 was given in Part F "Miscellaneous". Such an illogical arrangement has resulted in confusion regarding the interpretation of rules 27 and 29. But, in the 1972 Rules, the above two rules were incorporated into Rule 2 paragraph (a) and (b) in Part A "General", under the title of "Responsibility". This editorial change was significant both regarding the importance of rules 27 and 29 in the 1960 Regulations, and regarding their interpretation. However, the contents of 1972 Rule 2 (a) and (b) are almost identical to 1960 Rule 27 and 29, except for some of the wording. So, the greater part of seamen still find it hard to understand the meaning of 1972 Rule 2. Because of this fact, we have been studying how to make Rule 2 (a) and (b) easy for seamen to understand and hereby propose to improve of Rule 2 as follows : 1. As for paragraph (a), to be limited only to the consequences of any neglect to comply with Rules. 2. As for paragraph (b), to combine precautions required in paragraph (a) and (b), including any precautions which may be required by ordinary practice of seamen.
