We derive an effective equation to describe the dynamical behavior of the fluctuations of the diquark-pair field near but above the critical temperature(T_c) of the color superconductivity. It is shown that the obtained equation corresponds to the linear part of the time-dependent Ginzburg-Landau equation. Using the effective equation, we discuss the properties of the pair field near T_c. Then, we calculate the fluctuation contribution to some observables and show that there appear anomalous behaviors in the observables near T_c.
