Recent accurate measurements of fusion cross sections at subbarrier energies have enabled extraction of barrier distributions which could provide a novel test for collective models. Data on angular momentum transfer also constrain models of subbarrier fusion. We have carried out a systematic study of subbarrier fusion of ^<16>O with some rare earth nuclei using a scheme which incorporates the Interacting Boson Model for nuclear structure effects. The existing fusion cross section, barrier distribution and average angular momentum data are fitted with a consistent set of parameters. The coupling strengths determined from fitting the subbarrier fusion data are compared with those found in Coulomb excitation.
