Carrying out a cluster expansion around the two-dimensional lattice topological field theories, we show that a two-dimensional'lattice topological field theory with n physical observables is on a multiple first order phase transition point, around which there are n different phases. This fact is also shown in the context of the twisted N=2 Landau-Ginzburg model.
