Various quantitative analyses have been conducted on the management of welfare institutions. Regrettably, however, those analyses have been either static or lacking in accuracy. On the other hand, dynamic and accurate analytic approaches have been adopted in the area of business management with sizable success. It seems desirable to utilize such approaches in the area of welfare institution management. It may not necessarily be proper for welfare institutions, which must put emphasis on public welfare, to apply management methods from private business unchanged, since they are primarily oriented for profit. Nevertheless, the current status of welfare management, as I look at it, has reached the stage that traditional abstract approaches may not improve the actual status of the management of welfare operations. In view of the above, this paper intends to suggest the application of some different management methods that would enable more reasonable decision making. Such methods would supplement deficits accompanied by those traditional methods of managerial diagnosis, which pay due consideration to the unique characteristics of welfare operations.
