In order to establish English as an international academic language, the Bureau of Education in Taipei City (BETC) not only implemented a policy of teaching English from the first grade in the elementary schools in Taiwan but also developed criteria for selecting English textbooks for English teachers and general guidelines for grades 1-6 students. A core curriculum (Listening, Speaking, Reading, and Writing) based on the common knowledge and language skills to be learned by all students was established. BETC also designed and defined contents and performance standards that measure various degrees of competence for the second and fourth grades. In August 2002 BETC submitted a set of proposals for the commencement of English teaching from the first grade. Thanks to the assistance of eight school principals and six university professors, the design and planning of this project have been carried out step by step. With a strong emphasis on English language learning throughout the Taipei City, a partnership is being formed between the elementary schools and Taipei American School to provide teachers with a sound education based on effective language learning models and theories as well as on actual teaching practices. And the English reading process is presented to younger beginners through various reading "modules" : choral reading, paired reading, shared reading, and echo reading. Using more than one textbook per semester, students are encouraged to read picture books, story books, children's literature and some science fictions. The British Council also supports English learning for the elementary school students in the Taipei City and provides English learning expertise resources based on global experience and networks. Up to 25 English teachers can take a course offered by a British instructor so as to strengthen their competence as primary teacher trainers.
