The purpose of this paper is to examine the theories about the relationship between education and social service with concern about adult and community education for people with intellectual disabilities. On studies in adult and community education, Toshio Ogawa established the theory of education welfare in 1970s from the perspective of equal rights to education. Then, other views emerged from and beyond that. These recognized functions of education in social service, and functions of social service in education. On the other hand, the theory of development guaranteeing from 1960s, which had effects on pedagogy for children with disabilities, studies in social welfare, and economics, gave birth to the another theory about the relationship. This regards the development guaranteeing as the common aim of education and social service. Both types of theories today insist the lap between education and social service. This viewpoint is important to consider adult and community education for people with intellectual disabilities.
