This paper analyzes the influence of the Establishment of "the Law Concerning Class-Size and the Standard of the Number of School Personnel in Public Compulsory Education Schools" in 1958. In the respect of the linkage of the class-size, allocation of school personnel, and number of them, this law is different from the former laws. In the former researchers on this law, they used only the data of the national-level. But this paper pays attention to the data of the prefectural-level. In view of this facts, it was discovered that the class-size was made lower with the tentative standards. And it could make influence to the prefectures which assumed a conservative attitude.
