The global spread of English has increased opportunities for non-native speakers to interact with other speakers of World Englishes (WE). Unfortunately, however, Japanese English learners have not realized some significant implications of the emergence of non-native varieties of English. In order to maintain mutual understanding among those varieties of English and to develop the knowledge and skills necessary for intercultural/cross-cultural communicative competence, this present paper discusses the notion of English as an International Language (EIL) as the most appropriate and useful medium for Japanese English learners. Especially, the issue of EIL needs to be taken into consideration with regards to English education in public elementary schools throughout Japan. In addition, the paper points out the importance and necessity of using multi-disciplinary perspectives in intercultural/cross-cultural communication studies in order to deal with a good deal of ambiguity about the concept of "culture." Several other related studies of English learning in Japan, such as Language Awareness (LA) education, will be referred to as a useful source of information.
