• The paper shows researches of the national government's support to local governments under Niigata-Chuetsu earthquake. Several problems are clarified and some suggestions are proposed. When enormous earthquake takes place, reconstruction of many infrastructures is required to secure peoples' lives. However local governments usually put it off since they have priority to take care of refugees. In such cases the national government should make a help to reconstruct infrastructures belonging to local governments.
