This study will throw light on the area's view of Jinjo-Chugakko and changes process in the issue of its movement and foundation, in Meiji 20's Oita Prefecture. The area's view of Jinjo-Chugakko were understood by members of Oita prefectural assembly and residents. The preceding studies don't throw light on changing the area's view of it. So this study will throw light on the area's view and changes process of Jinjo-Chugakko by arguments in prefectural assembly and historical documents. And this study will throw light on development of secondary education in japan. The results of examination, compare with the area's view of Jinjo-Chugakko in early Meiji 20's were different from it in late Meiji 20's. There were various area's view of Jinjo-Chugakko in movement issue, but it was to be common view in foundation issue. This common view meant that Jinjo-Chugakko was necessary for the development of the area. That is to say, the area's view of Jinjo-Chugakko were united in late Meiji 20's.
