In 2009, Tokushima is faced with the possibility of being degraded to an organisation aiming at financial recovery and it is a telling factor that Mayor Hara already declared a state of financial crisis on February 16 2005. Together with awareness of financial problems, the state of public enterprises-which citizens have not been informed about until now-has evolved into a problem, too. Public enterprises in the various districts are managed based on the so-called 「Law For District Public Enterprises」 and it makes reasonable management necessary. Still, public enterprises in Tokushima are plagued by problems such as faulty loans. In my paper, I have conducted an analysis of projects concerning water supply and the management of bus lines and hospitals. By doing so, I tried to take a look at problematic factors public enterprises in Tokushima are faced with. After an explanation of Tokushima's financial state and a look at the number of people, I have written analysing chapters concerning water supply projects and other projects involving bus lines and hospitals.
