As expressed in the action plan to cultivate "Japanese with English Abilities", which was established by the Ministry of Education, Culture, Sports, Science and Technology, the goal of English language education in universities is to foster personnel who can use English in their work. This paper explores a way to attain this target by promoting learner autonomy through the use of co-operative learning in the university classroom. The paper first discusses the rationale for fostering autonomous learners at universities. The author argues that teachers can accommodate students' various needs and learning goals by helping them to be autonomous learners. The paper then explains how co-operative learning in the classroom plays an integral role in learner autonomy, as well as multi-dimensional benefits such as encouraging academic achievement, enhancing learner involvement, and fostering peer-learner relationships . Finally , the author describes co-operative learning through the application of project work in the EFL classroom.
