A number of Japanese politicians considered and publicly stated that the adoption by the UN Security Council of the resolution denouncing the recent multiple launching of ballistic missiles by the Democratic People's Republic of Korea (DPRK), was a victory of Japanese multilateral diplomacy. They shrewdly did not disclose the fact that they were in fact forced to accept the contents of the resolution prepared by the US in consultation with Russia and China. They further argued that Japan should continue to take such high.handed diplomatic approach, which they believed led to the adoption of the resolution they envisaged by the UN Security Council. Such an approach is the only way to safeguard one's national interest, according to their argument. This kind of approach reminded me of the segment of history in which Japan disassociated itself from the League of Nations , during the deliberation at its General Assembly of the Mukden Incident , thus paving the way to the inception of WWII. Even the US, a country which no longer pays proper respect to the wish expressed by the international community, had at one point followed the rule of the international community . To seek the adoption of the UN Security Council resolution before it started the Gulf War, the US sent its envoi, Mr. James Baker, to the capitals of the Security Council Members. In sharp contrast, the extent of the efforts by Japanese politicians was to contact the National Security Adviser of the Bush Administration by telephone from home. To obtain any meaningful results in multilateral diplomacy is no such easy task as some Japanese politicians would like to believe.
