This article discusses functional differences and resemblances between "-yoo to suru" and "-yoo to omou", two expressions of intention in Japanese, especially in regard to person. "-yoo to suru" and "-yoo to omou" closely resemble each other in function, but differ in acceptability when the subject is first person or third person. Generally "-yoo to suru" is used with third person subjects, and "-yoo to omou" with first person subject. But when viewed objectively, "-yoo to suru" can be used with first person subject, and when empathetic, "-yoo to omou" can be used with third person subjects. I conclude that expressions of intention are similar to expressions of emotion.
